I agree with putting aside excess money for future projects or even budgeting for it. I do not agree with the 4th reserve account as listed unless it is contributed to by “water system users” only.
Yes, the Community Water Reserve Fund is not part of the general Hamlet Reserve Funds. The Community Water Reserve Fund is specific to that system and contributions to it would only be made from subscribers to that system.
